The district of Lorenteggio is a mix of public residential buildings located in the South-West part of Milano. It has a squared shape and comprehend six urban blocks.
Built between 1938 and 1944, the district has a minimum equipment of public and private services; it is inhabited by a population with low income and mainly composed by old people. It is actually under advanced state of deterioration, and because of that has been pointed as a possible theatre for a wide program of urban and social regeneration, and for being an “experimentation field” to realize the goal of an “inclusive growth”, aim foresee by the 2020 Strategy of the European Commission, basing on the structural funds of the European Community (FESR, FSE).
It is an innovative and experimental project proposal, because it unify action of both urban and construction regeneration (restoration of residential buildings, ecological efficiency of public buildings, lighting system to improve the safety level) together with actions of regeneration for the social tissue (through participated processes of project, financial help to families with economy difficulties to begin process of working insertion and start-up of social companies).
The proposal is considered exemplary by the Commission for the several actions (multidimensional and multidisciplinary) that it comprehends, but also because, thanks to that, it is complex and requires clearness of goals, a continuous collaboration between public bodies, strong participation and sharing by the citizens, and the respect of the time imposed by the European Commission.
A process of “co-design” that see Lombardia Region, the Municipality of Milano and Aler of Milano (owner of the building stock) busy with the study of the different profiles existing in the district and in the individuation of more resources that can make this district part of the city, and not a closed element separated by the rest, giving an answer to the Commission definition of social inclusion: “the possibility for all the people to have a full participation to the economical, social and cultural life, and to have a normal welfare and standard of living compared to the society in which they live”.
