Within the framework of the DARA-INU Protocol aimed at optimising local government through the ITALIAE Project, “Innovation Communities” are successful initiatives designed to promote, in a perspective of administrative strengthening, the creation and establishment of inter-municipal systems, as well as the development and structuring of associated service and function management models. There are several “communities” based on networking systems and the development of software solutions, which have involved many local administrations.
These tools help to create a working method based on integrated spatial planning, through which the local authority – the Union of Municipalities or the new Municipality born from fusion -starting from the territory and its development paths, through appropriate participatory processes, can aim at the construction of a shared strategic plan of territorial government.
Based on existing experience, actions have been developed which focus on the exchange of good practices, transfer of practices, experiences, methodologies, processes and innovative solutions supported by technological systems. The common objective is to avoid the fragmentation of the administrative system, initiating a profound transformation of the ways of administering, with particular attention to the processes of governance of the territory, also with the help of technologies.
