The city of Prato has been selected in 2022 among the 100 European cities that will have to accelerate the carbon neutrality target by 2030 within the framework of the 100 Climate Cities programme. Carbon Neutral Lawn (PCN). The SP and NCP are developed in total synergy, outlining a unified scenario of urban policies, environmental, mobility, governance, towards the objective of climate neutrality. The choice, already made in the Municipal Operational Plan, to place at the center of ecological thematic planning, takes place in a perspective of protecting the identity value of the unbuilt parts of the territory. The city is read as an interconnected network of green areas, lines and poles around built islands in which the green infrastructure from the rural territory penetrates inside the fabrics built in an increasingly capillary way. To this general framework, the PS complements a general strategy of reuse of the built city existing as a model of circular urban metabolism through regeneration by introducing new functions in the case of disused complexes, and through the possibility of functional extensions and reorganisations. A specific strategy concerns the evidence of industrial archaeology aimed at their recovery and valorization as evidence elements.

In addition, the PS outlines an innovative scenario to respond to the need for development of industrial and craft districts in the city. The planned industrial areas and the mono-functional craft sectors that represent an essential territorial asset for which it defines densification strategies of existing areas, through new construction in height. These interventions must ensure a radical improvement of the environmental behavior of the same areas and, in a logic of urban resilience, transform these areas into energy-self-sufficient industrial eco-parks through the use of Nature Based Solutions.
