The positive experience of the Government Plan for the Territory of Luino, that defined goals and strategies before deciding the rule of the game, suggested to the public administration the promotion of a competition of ideas. The competition is for the masterplan of the central areas of the city, and needs to be done before the development of a coordination plan of the specifical executive planning. The masterplan, with the potential project energies that can express, does not seem to be recognized with enough strength by the national and regional regulation; it can be an effective instrument for the coordination of urban initiatives: however, it will be important in Luino to attempt agreements and understandings in order to update the plan of governance.
Luino, city with about 15.000 inhabitants located on the river of Lago Maggiore, at the border with Canton Ticino (CH), is moving in the same direction as other realities of the de-industrialized province; the city has changed itself in the existing form and in the urban acting, but most of the architectural objects remained as heirloom, that remember the time when there was a regulation of the city: the time of the industrial production, the touristic seasons articulated by the festivity, etc… The renovation of the train system, that anticipate the begin of the alptransit operative service, the demise of big parts of the city, thanks to the modified logistic system, are creating free spaces in the center of Luino. Those spaces can be studied together and with a unique logic of great area development (sviluppo di vasta area), and in this way they can be fundamental for the future of the high part of the Lago Maggiore.
