There are six thematic sections that characterized the present edition of Urbanpromo.
Three sections are keeping together the themes on which the tradition of Urbanpromo is focusing:

  • in URBAN TRANSFORMATION can be found complex programs, private and public real estate, infrastructure;
  • in URBAN MARKETING the best practices of revitalization of economical activities in urban centers are represented;
  • The SOCIAL HOUSING is confirmed as unique national stage to build and diffuse of the most advanced social policies.

Three more sections give visibility to the main channel of funding for urban regeneration:

  • ENERGY AND SUSTAINABILITY goes from the energetic footprint of the cities to the waste management and urban agriculture;
  • SMART CITY explores the opportunities created by technological research and innovation;
  • EUROPE 2020 shows the ambitious themes of territorial development inside the ten-year European strategy.

From here the will of participating into the recovery of the Country, giving value and attention to the initiatives that are having part in that.

URBAN TRANSFORMATION

The thematic area of Urban Transformation is about real estate in relation with the evolution of the market, through the presentation of projects, interventions, politics, and so:

  • the analysis of the real estate market and the politics for its activation. In particular way underlining the initiatives for the “unsold” and “suffering” real estate because of the economical crysis;
  • the projects related with urban regeneration of part of the city with the goal of regenerate entire degraded part of the urban territory;
  • the ideas and innovative instruments that are sustaining the operation of enhancement, sale and management of the public real estate;
  • the urban plan and program about management of transformation. Proposals able to create working synergies between real estate investments and the improvement of urban quality. Successful cases related to the cleaning and conversion of dismissed areas;
  • the projects that are against the land consumption, measures able to create synergies with the promotion of urban regeneration;
  • the infrastructure projects that have positive effects on the city. A presentation of infrastructure projects and mobility plans that makes more efficient and sustainable our cities;
  • the initiatives of recovering and enhancement of cultural and environmental goods that are able to create positive effects for the city.

The best example of inter institutional cooperation will be shown:  the projects characterized by public-private partnership. A presentation of high qualities facilities and services that collaborate to the modernization of the health care system, instruction, culture and sport.

SOCIAL HOUSING

The section dedicated to Social Housing will be the qualified stage to have a confrontation between experiences and proposals for low rate and moderated fee housing. A survey on the urban regeneration projects that enhance economical development, that helps social cohesion and community integration. A chance to give a look on the initiatives of technological and design innovation aimed to create housing places with improvement in the quality standard of living, reducing the building costs in front of low fee of rent.
Will be presented there the results of the two working days of Urbanpromo Social Housing that will take place in Turin on the 6th and 7th of October 2016, and that will start with an open confrontation about national housing policies and the state of art for the housing plans.
Good practices and projects will be confronted to examine and show:

  • the common actions that are leading the way to a reform of the public service for housing through conferences between Municipalities, Regions and State institutions, to reflect about the crisis of the public service, of the housing policies already activated and to be activated in the future, and to reason about the experiences going on in our Country;
  • A conclusive balance of the experiences of the FIA – Fondi Investimenti per l’Abitare (Investment Fund for Housing) financed by Cassa Depositi e Prestiti for the constitution of local funds to be used for the realization of programs for social housing. Confrontation and debates focused on making the point about social housing and how to be able to make future developments;
  • the experiences and projects of big cities: a confrontation about the actions that characterized the main urban realities about the theme of social housing as first step for urban regeneration;
  • a presentation of arguments and experiences linked together by the key words innovation and use of good practices with important investments, a social management and great attention to the environment component and technological innovation;
  • The initiatives of social management to sustain the housing emergency request promoted and realized by the foundations and the no profit organisations.
URBAN – TERRITORIAL MARKETING 

Politics, projects and experiences of promotion of territorial competitiveness developed through the public-private partnership in the environment of the network of urban regeneration. In the multimedia gallery are collected the best and more innovative practices regarding politics, strategies and realization of regeneration of economical activities and urban – territorial systems even for metropolitan cities. In the conferences the participants will debate with the most important representatives of significant experiences, to know and understand the context, modalities and solutions that has lead to: the success and functional efficiency; the improvement of accessibility; higher attraction possibilities for investments to answer the needs of the users; competitiveness and innovation of companies; useful monitoring and evaluation of interventions.
The section is about:

  • historical centers and urban and territorial areas where it is possible to find process of regeneration, action of reuse, even temporary, of the unoccupied housing units and the the research for new smart city specialization, homogeneous areas for the productive sector, for landscape and the excellencies that follow integrated promotion;
  • regeneration paths acting on the improvement of the governance and innovation of the formulas such as, for example, those related with the politics for the strengthening of sea economy, the diffusion of urban agriculture, and those related with the politics, strategies and instruments to make the cities more accessible;
  • networks, districts and other aggregations to get more competitiveness and efficiency of the territories;
  • collaboration dealings on services, culture, tourism, economical activities and living quality.
  • Urban agriculture promoted by incentives and urban equalization, dedicated to the auto-consumption finalized to the reduction of family expenses.
ENERGY AND SUSTAINABILITY

The present time we are living is characterized by the passage between an economical paradigm now finished, based on mass consumption and sustained by the expansion of public debit, to a new one, in which the economical system will be pulled by investments able to create more demand and sustained by increasing in efficiency, in the perspective of de-carbonisation of economy and of the circular-economy.

To make it possible that the new paradigm take place it is necessary that the path of collective learning get done, together with the urbanists, also by the economical and social actors, public, from the private, public or third sector. The thematic area is dedicated to accommodate specific interventions about different aspects of energy and sustainability, able to get together in the visible form of the city and its beauty.  Projects able to enhance the limit value as alternative to the waste, through a different management of the movements in the city, the use and recycle of wastes, the safeguard of water, the energetic saving, the use of renewable energies and of raw materials.
Another subject of analysis are the evaluation strategies for urban green and the realization of the green and blue infrastructure, the incentive of practices related with urban agriculture and good density.

Projects and reflections focusing on how to:

  • “feed” the city, avoiding simplification that let catching the energetic performances mainly with technological shortcuts, maybe necessaries but not decisive;
  • realize concrete actions to respect the goals of reduction of CO2 emission sustaining renewable sources that are not modifying the landscape, or the energetic improvement that are considering also seismic issues;
  • achieve durable and economical quantifiable results on an energetic level creating an urban image of the city based on sobriety, resource saving, use and recycle of what is already existing, without further consumption of agricultural land;
  • include the energetic aspects that wide up the sustainability concept of the plans, oriented to reduce specific segments of ecological footprint;
  • make replicable models out of those processes, in a way that they are improvable and measurable.
SMART CITY

In particular way from the last months the debate about smart cities seems to be less founded on the opportunities offered by the new technologies, to give more attention to the capacities of the innovative process to put the citizens at the center of the decisions of public interest in the sector of public transformation. It is also more common to show the be aware that the new forms of smart governance can be a key element for the strategy for the general economic recovery, and that they need to be part of the affirmation of a new Urban National Agenda.

In line with some recent initiatives of the EU for the redefinition of strategic priorities, this new philosophy of intervention can be decisive in the passage from a model of linear production and with high intensity of energy and raw materials – that is now in deep global crisis – to a circular paradigm in which resources are renewable, products can be recycled and/or recomposed and wastes become a new source, with benefit for the environment, the economy and the society.
In line with this focus on new fields of interest of the digital city, the favorite topics on this edition of Urbanpromo will be the following:

  • mobility, transport and logistic;
  • energy and smart integrated grids;
  • strategy for public safety and management of emergencies;
  • safeguard of the environment, natural resources and human health;
  • indicators and monitoring systems for the control of climatic change and risk management;
  • practices of enhancement of tourism and culture;
  • offer of health care and welfare services;
  • e-education projects;
  • strategies of e-government and involvement of citizens.
EUROPE 2020

Territorial cohesion, the programmatic goals of Europe 2020 and the scenarios of de-carbonisation of Europe 2030 and of the Roadmap 2050, makes together a coherent vision for the building of new urban policies. Anyway, the implementation of the different dimensions of the new development, and in particular way the inter-sectors integration capacity necessary for its real start, even if potentially present in the Contratto di Partenariato (partnership contract), until now found difficult application in the Italian documents and in the one of the European program, both at regional level and in the PON.
The point is to properly make use of the flexibility dimensions and the programming capacities presents in the CdP (territorial integrated investment, innovative urban action, Urbact III) and to build the elements of an Urban National Agenda, a shared platform for the urban sustainable development that can contain also the PON Metro, the Strategies for internal areas, the Assi Città and the actions for urban sustainable development of the regional POR that has it (all except Val d’Aosta and Lazio).
Urbanpromo wants to deepen the possible term useful for the definition of a political vision, giving voice and listening to the energies of all the institutional bodies, economical and social subjects, potential protagonists of a new cycle of urban policies, as already indicated by the European Business Campaign “sustainable living in the city”, sustained by the CSR Europe.
Because of that Urbanpromo is offering itself as a place to get in touch the different places of decision with the most innovative experiences of urban development, that can express their specificity and share contents and methods of their project process.
To give a contribution about the themes presented in the XIII edition, the representatives of the realities in the Italian territory will be directly involved with some responsible for the regional planning and subject involved in the scientific, economic research in the territories more involved in the effort to bring Italian planning on a new path in the formation of place based development politics.
