The Corrective to Legislative Decree 169/2016 (Reorganization, rationalization and simplification of the regulations concerning Port Authorities) introduced a strategic dimension in port planning that it did not have.
For this purpose, the Strategic System Planning Document (DPSS) has been included in the port planning process. The System Strategic Planning Document (DPSS) deals with a very broad and complex scenario, but in substance it allows to outline the planning process divided into two phases: in the first, a strategic framework is outlined in which to identify objectives and actions for development of the entire system, sharing them with the various institutions involved (the various agreements with central and local administrations), the second is that of the master plan of the single port. The DPSS also has the task of defining the areas strictly functional to the operation of the port and those of port-city interaction. The distinction between operational port and areas of interaction with the city, introduced by the 2004 Guidelines, is now clearer and more targeted. The recently approved presentation of the DPSS of the Eastern Ligurian Sea Port System Authority can be an opportunity to launch a debate and critical reflection.

Rosario Pavia has been teaching Urban Planning at the Faculty of Architecture in Pescara and has directed the magazine "Piano Progetto Città". He has been a consultant to the Ministry of Infrastructure and Transport Design. In more recent years he has carried out research and planning activities for the redevelopment of waterfronts in port cities (Naples, Marina di Carrara, Taranto, Pescara, Tenerife). Among his publications: Waterfront. From conflict to integration, List, 2012.
Francesco Di Sarcina Eastern Ligurian Sea System Authority
Since 2017 he has been Secretary General of the Eastern Ligurian Sea Port System Authority. He has been in charge of ports since 2004; first as an officer of the OO.MM. Civil Engineering Department of Palermo, then as an employee, manager and finally Secretary General of the Port Authority of Messina. In 2013 he was a member of the Intermodality and Logistics Commission of ESPO (European Sea Port Organization), representing Assoporti. Since July 2020 he has been a member of UirNet's Supervisory Committee, in representation of Assoporti.
Andrea Raggi Municipality of Carrara
Since 2017 he has held the position of Councillor of the Municipality of Carrara with responsibility for Public Works, Productive Activities and Sea Economy. The activities of the Port of Carrara fall under the delegation. Currently, in addition to his role as Councillor of the Municipality of Carrara, he also holds the role of Managing Director of a design company in the naval sector. He is a member of the Technical Scientific Committee of a Fuel Cell manufacturing company, as well as advisor of an innovative start-up in the artificial vision sector.
Pino Musolino Northern Adriatic Sea Port System Authority
President of the Northern Adriatic Sea Port System Authority since 8 March 2017 and Extraordinary Commissioner since 6 August 2020, he was born in Venice in 1978, graduated in Law at the University of Bologna, in "International Commercial and Maritime Law" at the University of Wales, Swansea. Chairman of the Board of Directors of Venice Newport Container & Logistics SPA. Affiliated member of the Erasmus China Business Centre of the Rotterdam School of Management - Erasmus University.
