For over ten years Cassa Depositi e Prestiti has been committed to promoting and supporting the development of Private Social Housing, the so-called Social Housing, through a fund of funds, the Investment Fund for Housing (FIA), of which it is the reference investor (with 1 billion euro of capital, equal to around 50% of the total financial endowment), as well as manager through the subsidiary CDP Investimenti SGR. The FIA operates through an Integrated Funds System (SIF): 29 local real estate funds, managed by 9 SGRs, which have as their reference investor the FIA (with shares between 33 and 80% of the total capital) and as co -investors the stakeholders of the territory, first of all the local foundations of banking origin, but also Regions, Provinces, Municipalities, housing cooperatives and private developers. The total resources mobilized by the SIF amount to approximately 3 billion euros (3X multiplier with respect to the investment of CDP), thanks to which the SIF can be considered – worldwide – the third intervention by size active in the context of impact investing.
The offer of the SIF covers about 20,000 social housing units in addition to beds in temporary and student residences distributed throughout the territory
national. To date, around 230 interventions have been completed or are in progress.
The Social Housing program promotes, in particular, three distinct types of interventions: (i) new social housing districts in the cities that offer mainly rented accommodation but also for sale in agreement with young couples, large families or single parents, regular immigrants ; among the most relevant examples: Cenni di Cambiamento, Borgo Figino and Redo in Milan, Vivo al Venti, Cascina Fossata and Nuova Falchera in Turin, Piagge in Florence, Padua via del Commissario, the Corti di Medoro in Ferrara, the Corti Perugine in Perugia, Stadio Stadium in Lecce, Parco Gentile in Bari, Housing Città dei Sassi in Matera; (ii) university and temporary building, which offers beds and services to off-site students and to those who are forced to face a limited housing need; among the most relevant interventions: Campus Santa Marta in Venice, Padua via Delù, Ivrea24 and Campus Sanpaolo in Turin, Campus Certosa and Campus Monneret in Milan, the We_Bologna hostel in Bologna; (iii) social-health structures and protected residences for self-sufficient and non self-sufficient elderly people, including Villa Fastiggi in Pesaro and Civitas Vitae Marche, based on an innovative model that sees longevity as a community resource.
