The replacement, at municipal and inter-municipal level, of the General Land Plan (PRG) under law 1150/ 1942 with a plan based on a structural-strategic component (but also equipped with a mandatory regulatory component), not having a legal nature conforming the ownership, and the assignment to Operational Plans, Agreements or Projects, variously regulated by regional laws, the task (as long as consistent with the structural-strategic component of the Plan) to legally conforming the ownership, The important problem of creating a link between the two orders of instrumentation. A link called not only to ensure compliance and consistency (extrinseca) with the overseen planning of the Plan and consequently of the operational/implementing instruments, but above all to contribute to the achievement of the specific goals and objectives of the structural-strategic component of the Plan with the original contributions of planning and entrepreneurship thanks to the affirmation, in the evaluation stage, of the judgment of coherence (intrinsic); in this, abandoning the traditional and rigid verification of conformity (or identity) with the Plan. The prospect that is emerging, with the proposed law of basic principles and general rules for the government of the territory and the planning elaborated by the INU, poses significant challenges, from a technical and scientific point of view, the disciplines involved in the planning process, first of all the urban and project disciplines, evaluation and legal, and then also the behaviour and competences of the Public Administration, operators, designers, and the necessary support tools. The conference will explore the horizons of multidisciplinary innovation that are emerging, based on the advice of experts in the disciplines involved, the position of representatives from the regions and the business world, and some case studies.
