Gianni Biagi, INU – URBIT
The issue of social housing and the need to resume a public policy on housing are now there for all to see. The European Commission has for the first time identified the issue of social housing as one of the central activities of European policy, identifying social housing as central and with a commissioner to deal with it. The European Parliament has also formed a special committee on the subject.
Citizens, especially the less well-off, are bitterly experiencing firsthand the consequences of years of neglecting public policies on the home.
Some public administrations have long indicated some avenues of work. But as early as 1948, the Constitution of Republican Italy indicated some objectives and some paths to follow. Roads not always traveled yet.
So what could these roads be and where will they take us?
The Conference, starting from a reflection on the articles of the Constitution, seeks to understand from European and Italian stakeholders what lies ahead for housing policies and what paths to follow for the coming years.
