Considering the activity of updating regional Territorial Plans or drafting new Plans by numerous Regions, in some cases in a context of recent or new regional “urban planning” laws, but in a national framework still lacking the Law of Principles on Land Government (for which the INU elaborated in 2024 the “Proposed Law of Principles and General Rules of Land Government and Planning”), the Conference offers a comparison between cases and starts a discussion aimed at grasping the elements of innovation and the search for effectiveness and usefulness of territorial planning. This refers both to the relationship with landscape planning, with the other levels and institutions of territorial planning, with the strategies, policies and sectoral skills of the Regions; and with the respective regional laws on territorial planning and governance.

The Conference thus opens up to a reflection on the interpretation of the territory on the regional scale and of its government with planning, in a framework that remains problematic and with a series of centripetal forces in the direction of sectoral measures; a framework in which the themes of competitiveness and sustainable development, urban and territorial regeneration, land saving, resilience, are crowded of the economic and functional circularity of the fight against climate change.
