Over the last year, there have been many pushes at both national and European level for policies to be strengthened that allow us to support the varied world of living in the multiplicity of its forms and promote the structuring over time of investments towards living where housing represents the hard component to be made to work through the soft component, social management.
Some existing experiences and experiments demonstrate the importance of social impact measurement systems to legitimize investments by providing concrete evidence of the social value generated, to guide policies through data that support informed decision-making processes, to facilitate replicability by systematizing practices and identifying success factors, to guarantee sustainability over time through continuous monitoring of performance and, consequently and hopefully, attract further investment by demonstrating the capacity to generate measurable positive impacts.
Social living represents, as it is normatively defined in our country (social housing DM2008), a service of general economic interest to be pursued through the construction of public-private partnerships socially oriented towards governance and management of the entire value chain, but only by combining real estate investment with investment in the management process will it be possible to convert living into a real social infrastructure.
