Numerous cities have identified the Urban Agenda as an important way of orienting the set of available and activatable resources towards the realization of sustainable urban development, qualified by the integration of resources and the active participation of citizens. The most significant Urban Agenda experiences on the one hand make use of the theoretical and methodological developments specific to strategic planning, on the other hand they are linked to the resources conveyed by community programming. Their aspiration is to integrate the programming of community, national and regional resources with urban and territorial planning with a view to sustainable development.

Therefore, in many cases the preparation of new urban planning tools, often activated by new regional laws, and the reprogramming of the 2021-2027 cycle of EU Cohesion Policy, contribute to increasing the expectations inherent in the construction and definition process of Urban Agendas. Hence the usefulness of an in-depth knowledge of some significant experiences and on the evolutionary prospects of the approach to sustainable development typical of urban agendas.
