As part of the interventions funded by the Suburbs Plan, the Territorial Strategic Document (DST) was drawn up, a tool that outlines the main lines of action that the Municipality of Perugia intends to implement in the area in relation to the resources of community planning and national funding. This tool not only allows for the coordination of projects within a unified, broad and overall vision, but also to guide administrative choices regarding the development of the territory.

The DST was born precisely from the need to build a shared and organic mid-term vision for the city of Perugia. Starting from the identification of 4 strategic objectives, the DST is expressed in 24 strategic guidelines and a set of project actions, some of which are developed in guide projects and master plans developed at the neighborhood scale.

The DST, with the related masterplan for the San Sisto district, was the fundamental reference for developing the Sustainable Urban Development Programme (PSUS) requested by the Umbria Region for the use of the ERDF PR and ESF+ PR resources allocated to the Municipality of Perugia for the implementation of the so-called «Urban Agenda 21-27».

The PSUS “Proximity and Microcities” identifies a total of fifteen integrated and sustainable interventions with the aim of regenerating two important neighborhoods-San Sisto and Sant’Erminio-improving their livability and increasing the well-being of the local community. Redevelopment and enhancement works are planned for public spaces and structures that constitute gathering places for residents (square, sports fields, library, association center); interventions on existing and newly planned green areas, integrated with investments for sustainable mobility (cycle paths, 30 zones) and innovative digital services in continuity with the Urban Agenda 14-20 (ICT solutions, applications for administration). Together, material interventions and actions and projects in the social field are able to improve the usability of urban spaces and ensure quality and inclusive spaces for inhabitants.
