In the Italian context, evaluation has taken on an even more central role with the implementation of the PNRR – National Recovery and Resilience Plan, the tool with which Italy is using the resources of the European Next Generation EU program to promote the ecological and digital transition, strengthen social and territorial cohesion, and improve the operational capacity of public administration. In this context, evaluation has been assigned the role of defining measurable objectives, milestones and targets, which need to be monitored and verified to ensure the disbursement of European funds.

In addition to the definition of criteria and indicators that allow the effects of the policy on the different dimensions at stake to be measured in an objective and transparent way, including not only KPIs of an economic-financial nature (cost of interventions, resources used, etc.) but also effects extra-economic and environmental and social benefits, one of the central aspects of the evaluation is the ability to anticipate short, medium and long-term effects.

A further element of attention in the area of evaluation models, refers to the growing diffusion of digital tools, elaborated through artificial intelligence that allow the construction of more complex robust models by means of access to large datasets.

In this framework, the seminar aims to reflect on the role of evaluation in support of decision-making processes in the context of interventions to regenerate the city and the territory through the involvement of experts with knowledge and skills useful for outlining the context within which the challenges for our scientific community are renewed.

The second part of the seminar will be dedicated to presenting the selected contributions through a call for papers aimed at the SIEV community, with particular reference to the construction of robust evaluation models for verifying the impacts of public policies on the different dimensions of the country system in relation to the following topics: impact assessment; PNRR assessment; policy analytics; impact finance; sustainability assessments; urban regeneration.
