The General Urban Plan

The General Urban Plan of the Municipality of Bologna is a tool to rethink the city in all its aspects: environment, society and economy. Although the plan is to all intents and purposes an urban planning plan, it has an important strategic component, as indicated by the Emilia-Romagna Region with the new urban planning law (n.24/2017).

Starting from the analysis of the data available today on Bologna, collected and commented on in the knowledge framework, the Plan defines objectives, strategies and actions for the Bologna of tomorrow.

The new urban planning tool for the Municipality of Modena is part of a changed regulatory, operational and cultural context. The new Emilia-Romagna Regional Law 24/2017 has opened the way for a new season for the government of the territory, based on the reduction of soil consumption, the promotion of urban regeneration, the fight against climate change and the defence against risks. Defining a plan with the new regulations is an important experimental opportunity for Modena, not only to renew the municipal equipment, but also to imagine the future of the city.

The conference is divided in two parts.

The framework of the first part is the planning activity that some Metropolitan Cities have undertaken, carrying out the functions attributed to them by law 56/2014 with the adoption of some highly original elements. Among the activities launched, in light of the 17 objectives for sustainable development of the 2030 Agenda, the contents and articulation of the Metropolitan Strategic Plan and the Metropolitan Territorial Plan, as well as their mutual interdependencies, are arousing particular interest.
