Stefano Stanghellini, URBIT President

The conference is divided in two parts.

The framework of the first part is the planning activity that some Metropolitan Cities have undertaken, carrying out the functions attributed to them by law 56/2014 with the adoption of some highly original elements. Among the activities launched, in light of the 17 objectives for sustainable development of the 2030 Agenda, the contents and articulation of the Metropolitan Strategic Plan and the Metropolitan Territorial Plan, as well as their mutual interdependencies, are arousing particular interest.
The protagonists of the second part are the General Urban Planning Plans that some municipal administrations are developing to implement, in their territories, those policies of urban regeneration and of contrasting land use whose need is now unanimously shared. In order to effectively pursue the goal, in Emilia-Romagna regional law no. 24/2017 gave an innovative approach to urban planning and promoted a general revision of local planning. The general curiosity that the law of Emilia-Romagna aroused at the time of its entry into force now has the possibility of finding a first concrete satisfaction in the activities undertaken by the administrations of some cities that have always been among the most attentive to the governance of their territory. The ongoing experience in Emilia-Romagna has the opportunity to compare with that of municipalities in other regions, which are also committed to pursuing the same objectives albeit in the context of a different regional legislative framework.
