The Nature Restoration Law (EU Regulation 2024/1991) represents a decisive step towards Europe’s ecological transition, introducing binding targets for ecosystem restoration across all Member States. Within this framework, the italian National Restoration Plan (Piano Nazionale di Ripristino – PNR) could serve as a strategic tool for integrating biodiversity policies, ecological transition and territorial governance.

The potential of the PNR is extraordinary. In particular, for urban ecosystems, it offers an opportunity to support experimentation with a new urban planning model based on urban regeneration, zero land take, ecosystem restoration, the de-sealing of built-up surfaces, increased tree canopy cover and the widespread adoption of Nature-based Solutions (NbS). These are significant objectives that may nevertheless be undermined by major challenges in the PNR’s operational implementation, both because of its potentially conflicting relationship with existing regional legislative frameworks and because of the difficulty of translating its objectives into local urban planning instruments. This is compounded by a principle of subsidiarity that appears to have been largely excluded from the process of designing the Plan’s implementation mechanisms.

The conference aims to reflect on the opportunities and prospects offered by the PNR, bringing together contributions from experts in research and public institutions, with the aim of identifying possible roads for further work to address the issues that have emerged and to pragmatically explore ways of ensuring its effective implementation.
