Carlo Alberto Barbieri, Michele Talia, INU
Cities are at the heart of the major transformations of our time: demographic and ecological transitions, access to housing and services and the rights associated with them, social and territorial inequalities, and changing conditions for development. Yet the urban question has still to gain full recognition in national policy.
The conference aims to bring it back to the centre of public and political debate, initiating a discussion on the contents of a White Paper that the Italian National Institute of Urban Planning (INU) will devote to the urban question and prospects for reforming territorial governance.
The conference will focus on two closely interrelated objectives:
- Developing a framework law setting out general principles and provisions to establish and modernise shared instruments for territorial governance and urban planning;
- Developing a National Urban Agenda within a coherent and comprehensive national and regional regulatory framework, capable of guiding urban policies by identifying priorities, objectives, resources and responsibilities.
The conference thus represents one stage in an ongoing process of consultation and policy development, aimed at engaging institutions, public administrations, universities, associations, and economic and social stakeholders in shaping a shared and much-needed vision for the country’s urban future.
