The drafting of the Report from the Territory, in the periodic seminar which brings together some of the main managers of the production of institutional knowledge systems relating to the environment, landscape and settlement systems, proposes a reflection on the need to adapt its analysis systems to the profound changes taking place, in an interactive and in any case cooperative logic.
The Report has long posed the question of the change or, rather, the mutation of the public sphere, inferring from the analysis of the planning processes active in the different areas of the country an assessment of the essentiality of the ongoing recessive aspects.
The in-depth studies conducted, and the verifications found with the participants in the periodic seminar themselves, propose as the main factor in this regression the eclipse of the principles and methods of general rationality, typical of scientific research, which from the Enlightenment to the twentieth century were the basis of the formation of the knowledge proposed as the basis for the choices of decision makers.
Therefore, in a logic of recomposition of the fragments of programmatic rationalities, the Seminar aims to redefine perimeters and objectives of the construction of knowledge, in the awareness of a new possible “usefulness” of the Plan based on Cognitive Frameworks “third parties”; on the centrality of Urban and Territorial Armor in planning processes in reference to a more explicit public responsibility for their adequacy; on the equality of the project component with the regulatory component of the plan, within compatibility and coherence evaluation practices.
