The media reports, from time to time, report facts that remind us that in Italy there are real slums in which, in unacceptable environmental and hygienic-sanitary conditions, people who have come to work in the fields live, taking on work particularly burdensome that we Italians are no longer willing to do. The exploitation of human labor, the use of illegal labor, abandonment in uncivilized housing situations, often connote the human condition of the immigrant farm worker. Satnam Singh’s case is still very present to everyone.
As is known, in the case of migrant agricultural workers the housing issue often merges with those relating to legality and the protection of human work. Even in the awareness of the existence of this link, the INU, in harmony with its statutory mission, intends to draw the attention of those –in various forums and with various functions – who deal with territorial governance to a situation that is unacceptable for our country, such as that of the slums in which immigrant agricultural workers find themselves living.
Hence the promotion of this conference whose content is developed through the following steps: the qualitative-quantitative representation of the phenomenon at a national level, an in-depth analysis of Sicily, the slum of Mezzanone and the attempted project, some experiences of Apulian municipalities, the Foundation’s commitment with the South. Despite the dominant problematic framework at a national level, in some territories –such as that of Cuneo – experiences have arisen that show the real possibility of finding convincing solutions, and which therefore deserve to be adequately known to trigger emulative behaviour.
