The Scintille Project for the Valmaura – Giarizzole districts, promoted by the Municipality of Trieste with the contribution of the Autonomous Region of Friuli – Venezia Giulia (LR 7 August 2024 n.7), is an urban regeneration initiative that aims to regenerate two complex neighborhoods, located along the road axes of the southern sector of the city, where the industrial zone and the new port are located, and which represent the connection with Istria. This reality is very heterogeneous both for the present residential buildings, where peri-urban fringe structures coexist with large-scale public housing projects carried out in the 70s – 80s, and for the presence of medium and large-scale commercial activities that coexist with the main sports facilities (stadium, sports hall) and with the Risiera di San Sabba National Monument.

The construction of the Integrated Program of Interventions for Urban Regeneration was based on a broad participatory phase and a detailed urban, social, and economic analysis that allowed us to outline various development strategies.

Given the role of urban hub identified for this territory by the Sustainable Urban Mobility Plan, the strategic choice is to develop an Urban Mobility Place (LUM) that develops the transport concept in terms of urban and social development of the territory, providing answers to the needs highlighted by the Neighborhoods during the participatory phase.
