A significant part of urban transformation does not take place at the “higher” levels of planning, but through a wide range of regulations, sectoral plans, procedures, administrative practices and operational instruments that shape the use and transformation of urban space on a daily basis. It is at this less visible level that many planning decisions are concretely translated, adapted, negotiated and, at times, redefined.

The international seminar proposes interpreting this field as an “urbanism beneath”. This is not an alternative to statutory planning, but a complementary dimension that shapes how it is implemented. Sectoral and experimental plans, agendas, protocols, technical standards, permitting procedures, rules governing the use of space and management practices can strengthen the capacity of planning to shape the city, but can also produce fragmentation, exceptions and unequal treatment.

The six sessions address the topic from complementary perspectives:

  • administrative discretion;
  • practical and institutional knowledge;
  • the relationship between emerging practices and statutory planning frameworks;
  • the institutional dimension;
  • transformations associated with exceptional events and crises;
  • tools for assessment, decision-making and implementation.
