Would we be able to read the urban planning’s tools of the territories to reach back the goals and the hopes of the leading class in the public administration, the tools of Messina in the last decades would reveal three main features:
- low consideration for what is happening out of the city centre;
- lack of capacity from the public administration in the government of urban design;
- absence of a territorial view with an eye for the ecological and landscape point of view.
During periods in which cities were still possible to govern under the point of view of the urban shape’s development, the latter was not included as goal in the urban planning (the last attempt goes back to Borzì, for the reconstruction plan after the earthquake of 1908), and this is the origin of a urban growth without control. Capacity intend to face this theme and give answers to the social reality and the economic context, offering a wide vision (composed by small but spread individual actions) which contains important elements for a real and possible regeneration of some of the most degraded area of the city of Messina. This must be implemented considering the most important of all the themes: sharing and social participation in the regeneration processes. The proposal applied an integrated strategy that follows the principle of financing concentration (area-based) and predicts the complementary presence in between different interventions, with a system of actions (punctual, related to areas and to network) material and immaterial, social and of urban planning.
